Are the ratings on videos games and movies enforced by law?
Nope, they aren’t given by the publisher, but by ESRB (http://en.wikipedia.org/wiki/Entertainment_Software_Rating_Board)
Games don’t HAVE to be rated, but most are because a lot of stores won’t sell the games unless they have a rating on them.
